• Overall management of the Council with three sections name; Procurement, Audit and Public Relation

• Undertakes Development Control: i.e. Coordinates and undertakes timely the grant of Planning Permission so that new developments are done in accordance with the required standards within the right zoning.
• Coordinates and undertakes effectively the design of draft local area plans in order to inform the development plans.
• Facilitates and undertakes the submission of new layout plans for numbering in order to enhance land identification.
• Prepares timely enforcement notices on illegal developments in order to guide on demolitions of buildings.
• Coordinates and undertakes effectively land use planning in order to achieve coordinated development and aesthetically acceptable urban environment.
• To undertake effectively the planning of socioeconomic programs in order to improve the wellbeing of residents in Samfya.
• To undertake effectively capacity building of community members in order to enhance participation in development programs.
• To undertake effectively the monitoring and evaluation of development programmes in order to facilitate implementation of appropriate interventions.
• To conduct effectively and efficiently research on prevailing socioeconomic conditions in order to recommend appropriate interventions.

• To undertake effectively the preparation of project proposals in order to enhance developmental programs.
• Manages effectively the implementation of performance management system in order to improve and sustain performance.
• Interpreting national policies to guide the district response on HIV/AIDS and Gender
• Developing HIV/ AIDS and Gender district response plans.
• Building capacity of stakeholders in HIV / AIDS and Gender Mainstreaming.
• Facilitating the formation, training of Community Committees and working with Community Committees of HIV/AIDS and Gender.
• Contributing to the development of SBCC activities/ IEC materials to suit local needs and distributing IEC materials.
• Advocacy for resource mobilization (human, material and financial) for the local response on Gender and HIV/AIDS.
• Documenting and disseminating examples of best practices.

• To facilitate the cleaning of drainages.
• Facilitate and coordinate solid waste management and collection in markets, bus station and public places.
• Maintenance of feeder roads, bridges, culverts and urban roads.
• Maintenance of public infrastructure, council building, market and bus stations.
• Enforce building inspections for would be developers for the purpose of conformity to approved plans.
• To facilitate the drilling/ maintenance of Boreholes under the Rural water Supply and sanitation.
• Oversee/ Supervise road maintenance works in rural and urban arears.

  • Provision of fire and rescue services

• Oversees effectively and efficiently the collection of all revenues due to the Council in order to finance Council’s operations.
• Manages effectively the monitoring of expenditure in order to ensure compliance with the Council’s budget.
• Co-ordinate the timely production of financial reports for both internal and external users in order to facilitate decision making.
• Oversees effectively the operations of commercial ventures and investments in order to maximize their profitability and broadening the Council’s revenue base.
• Oversees effectively the management of the payroll in order ensure that expenditure on personal emoluments is contained within the budget limits.
• Oversees and manages effectively the implementation of performance management system in order to improve and sustain performance.
• Oversees and manages the human, financial and material resources enhance the operations of the department.
• Oversees effectively the stores management systems in order to maintain optimal stock levels (Move to Procurement).

• To recruit and train Staff/ Employees who are in Division IV and those on Contract.
• To conduct discussion meetings with council staff and employees on their contracts of service and their conditions of service.
• Recommendations for promotion of staffs’ welfare to the local government service commission.
• Promotion of departmental corporate governance
• Promotion of corporate image of Samfya town council and provision of support services to other departments.
• Enforcement of the marriage solemnisation act.
• To facilitate future search programmes.
• Management of council meetings.
• In house training of staff development.
• Coordinate working in the institution.
• Interpret rules and regulations to employees.
• Governing the day to day activities of the council.
• To promote safety and health for staff and the public.
